Giuseppe Cinatti, cenógrafo do Teatro de São Carlos, foi contratado por Alfredo Ferreira dos Anjos para projetar na sua propriedade sintrense: a Quinta do Duche. A construção do edifício iniciou-se em 1877, mas tanto Ferreira dos Anjos, como Cinatti, não viram a obra concluída, pois faleceram em 1879. Foi a sua filha Guilhermina Rosa Matos Anjos, casada com Luís Leite Pereira Jardim, 1.º conde de Valenças, que concluiu construção do palacete.
O edifício revela influência da arquitetura veneziana, ostentando, igualmente no exterior, apontamentos goticizantes. De planta longitudinal e desnivelada, nas suas fachadas rasgam-se loggias e balaustradas em cantaria. E, como era apanágio das quintas românticas, a Quinta do Duche ostentou também o seu parque e jardim botânico (actual Parque da Liberdade).
O Palácio Valenças, como é vulgarmente conhecido, foi adquirido pela Câmara Municipal de Sintra que ali instalou, em 1940, a Biblioteca Municipal de Sintra – uma das mais antigas do país –, mas crescimento da Biblioteca ditou a realização de grandes obras nos inícios dos anos de 1960, quando recebeu grandioso painel de azulejos com as armas de Sintra envoltas por larga moldura e com evocações sintrenses, da autoria do artista modernista Carlos Vizeu. Hoje, o Palácio Valenças é a sede da Assembleia Municipal.

Heritage in the Special Protection Site of the Cultural Landscape of Sintra
Giuseppe Cinatti, set designer at the Teatro de São Carlos, was engaged by Alfredo Ferreira dos Anjos to design his Sintra estate known as the Quinta do Duche. Although construction work on the building began in 1877, neither Ferreira dos Anjos nor Cinatti lived to witness the completion of this project, having passed away in 1879. The construction of the palace was completed by his daughter, Guilhermina Rosa Matos Anjos, who married Luís Leite Pereira Jardim, 1st Count of Valenças.
The building, whose exterior boasts traces of a gothicising style, displays the influence of Venetian architecture. Longitudinal and uneven in terms of design its façades are interspersed with loggias and masonry balustrades. As is usually the case with Romantic estates, the Quinta do Duche also had its own park and botanical garden (now known as Parque da Liberdade).
The Valenças Palace, as it is commonly referred to, was acquired by Sintra’s town council in 1939 to be used as Sintra’s Municipal Library which is one of the oldest libraries in the country. The library’s expansion required major building works in the early 1960s when it was embellished by a magnificent tile panel bearing the coat-of-arms of Sintra framed by a wide moulding containing references to Sintra, by the modernist artist Carlos Vizeu. The Valenças Palace is currently the seat of Sintra’s municipal assembly.
